Sustainable urban mobility plan for a Larnaca without cars

The government has taken up the idea of sustainable urban mobility plans (SUMP) and is launching a competition also for Larnaca – the island’s third biggest city, Philenews reported on Wednesday.

The purpose of the competition is to develop and provide an SUMP for coastal Larnaca up until 2030 on the basis of internationally adopted principles.

The vision includes the administrative urban boundaries of Larnaca Municipality plus those of Aradipou, Livadia, Dromolaxia-Meneou, Oroklini, Pyla, Kalo Horio, Kiti and Pervolia.

The Strategic Environmental Impact Assessment for Larnaca’s SUMP has already been submitted to the Environmental Authority.

This was prepared in accordance with the terms of reference of the tender for the Larnaca SUMP of the Ministry of Transport, Communications and Works.

The Larnaca SUMP focuses on the following: Public transport, traffic congestion, traffic management and traffic clalming, creation of sidewalks, redistribution of existing road space in favour of sustainable mobility, walking and cycling.

In addition, attention is given to the needs of specific groups – that is, people with disabilities, the elderly, children, young people, pupils and students and low-incomers.

It also focused on integrated parking control policies, freight logistics, road safety and the implementation of any relevant innovative measures and policies appropriate to conditions of the study area.

The SUMP, in contrast to other past traditional transport master plan approaches, institutionalises both methodological and social aspects of transport planning under consideration of the common sense about existing deficiencies of transport systems in urban areas.

The SUMP for the area of Larnaca follows the same set of overall objectives as defined by the EU White Paper on Transport, the SUMP guidelines and the Terms of Reference.

That is, economic efficiency, environmental sustainability, accessibility and social inclusion and quality of life.
