Legal hurdle hampers investigation into ‘red folders’ controversy

Legal impediment in the investigation of the “red folders” is acknowledged by the Ethics and Sports Protection Committee, resulting in the most significant issue remaining pending.

According to a statement from the Committee, in yesterday’s session, it examined the situation as it has unfolded since the announcement of the findings regarding the “red folders” and clarified that certain matters remain pending for the Committee because Law 180(I)/2017 does not allow the Committee to proceed with investigating the perhaps most crucial issue arising from the “red folders.”

This issue, as highlighted by the Committee, revolves around whether the existence of the “red folders” and the handling by the Cyprus Football Association (KOP) has in any way affected the conduct of the Championship.

In the conclusion on page 111, the Investigating Officers state that “the matter of the impact or non-impact on the Championship requires further investigation or may be the subject of an independent inquiry. However, it should be noted that, in our opinion, existing legislation does not cover acts of manipulation of the Championship in its entirety.”

The Committee, as noted, has already completed work on amending the Law, and if the House of Representatives approves the amendments, it will then decide with the new Law whether to order an investigation into the manipulation of the Championship in connection with the “red folders” case.
