Leaked new public sector evaluation system sparks controversy

Disruption prevails among certain public sector employees regarding their new evaluation system, due to some actions taken by department and ministry directors.

Public sector unions have resorted to legal advice, seeking clarification on internal developments.

What caused disruption was athe leakage of a message, which reached evaluators via email, informing them that “with the instructions of the General Director, the evaluation regarding Level 2 will be comparative, and the numerical rating will range from 5 to 8. Regarding Level 1, the evaluation will only be for the purpose of staff development, and the reports will not be submitted to the EDY as they will not be taken into account for promotion purposes. The goal is to avoid the phenomenon of leveling evaluations. It is emphasized that proper communication between supervisors and evaluation officers with the evaluated employees is important.”

As emphasized by trade unionists and those affected, the establishment of a specific rating (5-8) instead of the 1-10 determined by regulations constitutes percentage grading, something deemed unconstitutional.

While the goal may be to avoid the phenomenon of evaluating everyone as excellent, setting a specific numerical evaluation is outside the framework and violates regulations, we were informed.

At the same time, according to information from Philenews, in a specific ministry, evaluators of certain departments were reportedly informed that if they do not evaluate specific public servants to be promoted, then their own evaluations will be reduced by those individuals, so they will not be entitled to promotion.

All this is known to the unions, especially PASYDY, which promotes the new system, believing it to be more correct for promoting the worthy and capable.
