Bill proposes to prohibit tattoos for children under 16

The Health Ministry has submitted a bill to parliament prohibiting tattoos for children under 16. Teenagers aged between 16 and 18 will require the written permission of their parents or guardians.

Under the proposed bill, people who have had a tattoo or body piercing will not be allowed to give blood for nine months after the procedure.

The provisions are part of a bill aiming to regulate tattoo and body piercing parlours.

The Health Ministry said that in the interest of improving services it considered it essential to legally regulate the profession of tattoo artists and body piercers.

The bill sets up a registration board for both professions as well as for tattoo and body piercing parlours, and lays out the qualifications and preconditions to register as well as the general rules of operation of such establishments.

It also sets up a disciplinary board and lays out criminal offences related to the profession.

To register, applicants must be citizens of the Republic of Cyprus or another EU Member State or their spouse or child residing in the Republic.

They must be at least 21 years old, have a health certificate, not have been convicted for crimes against morality or honesty, and hold a diploma. They must additionally hold a first aid certificate and a certificate showing they have been trained on how to prevent the spread of infectious diseases.

People found to be carrying out the professional illegally face jail of up to three years and/or a fine of 5,000 euro.

The bill was sent by the Health Ministry to the Law Office of the Republic in June 2012.
